Inner City (Center Township) Needs No-Kill Shelter/Animal Rescue

Not much time to post this but will quickly state that I would like feedback, help on establishing a place that would accomodate Alternative School, Juvenile Detention Center while aiding Abandoned, Neglected, Abused Strays I have been caring for since return from military. I am on fixed income and need a building and supplies to get on with it. Even offered to transition Animal Control to a better facility and to relieve their budgets of exorbitant salary for the Executive Leader of that agency. I would not take salary but would take stipend for quarters, rations, transportation for them to include insure-vehicle repair clause. Former military and have love for animals but only VA Disability without other means of support and not eligible for public assistance. To pilot a private citizen to improve Animal Care and Control for Indy would not only be a model for other states but would substantially cut budget for agency to hire better staff and provide much better care for the animals. We would also use facility as alternative Juvenile Detention facility, IPS Alternative school for students w/interest in animals, or other issues that caring for animals and receiving training may be of some benefit. Will return when I can to edit and improve this post. Just feel strongly about all of the animals I pick up after being fought and dumped. It is just not good. After loss of employment, lost vehicle and could no longer contact animal control to report dead/injured animals to include a deer last year under interstate as I was on way home near Eastgate. Private citizens can be of value to the City's Animal Care problems with a bit of help. Too many abandoned factories we could use to do this. Would benefit budgets, those served, those serving in such a wonderful and exciting way. Could add another positive national award for excellent happenings here in this State and save some wonderful lives.
